Here is a brief summary of the decisions of Rocky View County Council at the October 27, 2020 Council Meeting. This is a general overview of decisions only. General Business
- Council directed Administration to enter into a Memorandum of Agreement with the Government of Alberta to enable the transfer of $4,012,298 in funds under the Municipal Operating Support Transfer (MOST) program to assist in offsetting the incremental costs and lost revenues as a result of the COVID-19 pandemic.
- Council denied the request for late tax payment penalty cancellation from the owner of Roll 03332014 and 03332017 in accordance with Late Tax Payment Penalty Cancellation Policy C-204.
- Council denied the request for late tax payment penalty cancellation from the owner of Tax Roll 05631132 in accordance with Late Tax Payment Penalty Cancellation Policy C-204.
- Council denied the request for late tax payment penalty cancellation from the owner of Tax Roll 05631184 in accordance with Late Tax Payment Penalty Cancellation Policy C-204.
- Council denied the request for late tax payment penalty cancellation from the owner of Tax Roll 05618099 in accordance with Late Tax Payment Penalty Cancellation Policy C-204.
- Council denied the request for late tax payment penalty cancellation from the owner of Tax Roll 04332041 in accordance with Late Tax Payment Penalty Cancellation Policy C-204.
- Council received, for information, a report by Financial Services providing an update on the exploration of additional payment options for all user fees and taxes, including the use of online and credit card payments and directed Administration to provide an update for the inclusion of credit card payments for property taxes to Council on or before the end of March 2021.
- Council approved the request to cancel the 2020 late tax payment penalties in the amount of $32,700.45 for tax roll numbers 38115040 and 00010565.
- Council received, for information, a report from the Transportation department regarding the results of the one-time 2020 Road Ban Exemption Agricultural Permit approved at the February 11, 2020 Council meeting to assist area farmers with a late 2020 harvest.
- Council granted authorization to the CAO to execute the Cooperative Stormwater Management Initiative User Agreement, the Cooperative Stormwater Management Initiative Development Agreement, and the Cooperative Stormwater Management Initiative Management Agreement. Byron Riemann is appointed as the County’s interim Board Member until such time that a permanent Board Member is selected.
- Council approved the Terms of Reference for a developer-led and wholly developer-funded Balzac East Area Structure Plan amendment to guide future development in the expansion area in accordance with the relevant statutory plans.
- Council approved a Development Permit as amended for the construction of a 597.87 sq.m. addition to the existing carcass cooler at the Harmony Beef abattoir facility. Considered under the City of Calgary/Rocky View County Intermunicipal Development Plan, Balzac East Area Structure Plan, and High Plains Industrial Park Conceptual Scheme.
- Council received, for information, a report from Community Development Services regarding the Bingham Crossing community use building arising from a motion passed at the July 14, 2020 Council meeting.
- Council approved a review of 49 boards and committees with the following directives:

- Boards/committees to be represented by administrative personnel effective October 27, 2020:
- Council also directed Administration to bring forward an amendment to the Boards and Committee Bylaw C-7840-2018 to reflect that each Councillor will be provided five minutes at each Council meeting to inform of the activities of the various boards and committees to which they are appointed, if applicable. In addition, Council directed Administration to investigate and provide to Council the possibility of standardizing all Council boards and committees length of terms by the end of June 2021.
- Council voted to resume the livestreaming of Municipal Planning Commission meetings beginning October 29, 2020 due to popular demand.
- Council approved Electoral Boundaries and Council Composition Bylaw C-8077-2020 which divides the County into seven electoral divisions, each represented by one councillor that will be nominated and elected by the public. Additionally, one councillor will be appointed by Council to both the office of Chief Elected Official and to the office of Deputy Chief Elected Official. The title of the Chief Elected Official will change from “Reeve” to “Mayor” and Deputy Chief Elected Official from “Deputy Reeve” to “Deputy Mayor.”
- Council approved First Reading of Land Use Bylaw C-8092-2020 that provides various amendments to Land Use Bylaw C-8000-2020 to ensure effective implementation and interpretation.
- Council received, for information, an update on the 2020 Council Priorities and Significant Issues list, including all active, ongoing and pending priorities and initiatives to assist council on the status of business items.
- Council received, for information, a report from representatives of the Copithorne Gravel Pit regarding their request for support of a revised Traffic Impact Assessment relating to off-site improvements warranted under a previously issued Development Permit for a Gravel Pit near Township Road 242 and Highway 22. Council also directed Administration to prepare a letter in support of the revised Traffic Impact Assessment for the Province’s consideration.
Planning and Development
- Division 2 – File: PL20200078 (05707130 to 05707167), Bylaw C-8079-2020, Redesignation Item: Site-Specific Amendments to DC-129 to redesignate 38 properties in Harmony Stage 4A from Village Residential 1 Development Cell (VR-1) to Village Residential 2 Development Cell (VR-2) to allow for additional variety of residential development in the area. Considered under the County Plan, and the Harmony Conceptual Scheme. Approved.
- Division 2 – File: PL20200079 (05707001/05707002), Bylaw C-8080-2020, Redesignation Item: Site-Specific Amendments to DC-129 to redesignate a portion of Harmony Stage 4B from Village Residential 1 Development Cell (VR-1) to Village Residential 2 Development Cell (VR-2) to allow for additional variety of residential development in the area. Considered under the County Plan, and the Harmony Conceptual Scheme. Approved.
- Division 1 – File: PL20190206 (03912039), Bylaw C-8028-2020, Redesignation Item: Residential, Rural District to Residential, Rural District and Commercial, Local Urban District to allow for future subdivision. Considered under the Greater Bragg Creek Area Structure Plan. Council tabled the application to allow revision to propose redesignation of the entire property to Residential, Rural District.
- Council approved a Development Permit for Religious Assembly, construction of a Church, relaxation of the maximum height requirement, and the placement of a freestanding sign. Considered under the County Plan, and the St. Mary’s Malankara Orthodox Church Master Site Development Plan.
First Readings
- Division 6 – File: PL20200111 (07534001), Bylaw C-8088-2020: Redesignation Item to redesignate the subject lands from Agricultural, General District to Business, Recreation District to accommodate a campground. First Reading approved.
- Division 5 – File: PL20200103 (05201008), Bylaw C-8089-2020: Redesignation Item to redesignate a portion of the land from Agricultural, General District to Residential, Rural District (R-RUR) and Agricultural, Small Parcel District, in order to facilitate the creation of a ± 4.62 acres new lot with a ± 84.93 acres remainder. First Reading approved.
- Division 7 – File: PL20200134 (06521007), Bylaw C-8094-2020: Redesignation Item to redesignate the subject land from Agricultural, General District to Residential, Country Residential District, to facilitate the creation of five ± 1.93 acre parcels with an internal subdivision road. First Reading approved.
Closed Session
- Council moved into a closed session to consider the confidential item “Cochrane Ag Society Lands” under Section 24 and 25 of the Freedom of Information and Protection of Privacy Act (FOIP). Council moved back into the public session, and directed Administration to proceed with executing the Purchase and Sale Agreement and the Restrictive Covenant as discussed in confidential report #RVC2020-34.
